В файле /etc/ssh/ssh_config нет строки PermitRootLogin. Kali Linux 2019.3, ядро 5.3.0. Все пакеты обновлены.

А рутом подключиться получается?
ssh root@localhost

Ты не тот файл смотришь ))
Нужные тебе настройки находятся в /etc/ssh/sshd_config

Против невнимательности нет патча, к сожалению
