Выше я просил узнать, в каком положении находится твой адаптер в настройках программы управления ноутбуком (то что я называю BIOS, а ты - UEFI) : некоторые ноутбуки (например DELL) позволяют включить беспроводной интерфейс как wwan, или как wlan.
В программе управления ноутбуком ( BIOS / UEFI) - ты напрасно что-то меняешь без осознания проделываемых действий.
Если ты вовсе отключил беспроводной сетевой интерфейс, то в операционной системе неизбежно появятся ошибки.
Может быть мы пытаемся настроить беспроводной интеерфейс, который находится в совершенно ином режиме ?
Неплохо было-бы выяснить этот момент )
Надо сравнить настройки обоих ноутов: исправного и проблемного и выставить одинаковые настройки (то есть в проблемном сделать так-же, как в беспроблемном).

Я не думаю что эти нули свидетельствуют о том, что на левом ноутбуке мощность адаптера увеличена максимально, а на правом - на нуле.
Вот поэтому такая разница в скринах.
Предлагаю проверить твоё предположение: давай увеличим мощность адаптера на проблемном ноутбуке и посмотрим, как отреагирует система .
Для начала посмотрим название интерфейса при помощи команды
$ sudo ip a
Должен появиться список сетевых интерфейсов и среди них будет беспроводной : какой-то wlan0 или wlan1.
А заодно посмотрим вывод команды
$ sudo iw list
Уточнив название увеличим мощность и посмотрим, что получилось.
